As @JimmyC kindly above, the State of UT had an article done in 2016 talking about hole sin ballots as well. Republican Executive and Legislature. The primary reason was ensuring the ballots were removed form the envelopes and not mistakenly discarded. The holes provide a secondary measure though beyond visually seeing them. They put zip-ties through the holes. If they couldn’t get the zip-tie through, it means they missed a ballot.
So yeah… traditions, and really just common sense stuff. No wonder you all struggle with this…
