Those conditions are subjective. If one lives in a country that is ran by drug lords/gangs, and it is not safe, coming to a country that does not have those issues, would be a chance of a better life.
The subjective aspect to this is much more related to a person’s free ability to lie about the situation that they are experiencing in their home country. Legally asylum really just fits very narrow circumstances:
When you look at the history of asylum it was developed in reaction to wartime situations, not as a result of poverty, crime or any other negative social conditions that may plague many countries. The legal definition is very narrow and is only intended for unique situations:
Refugee status or asylum may be granted to people who have been persecuted or fear they will be persecuted on account of race, religion, nationality, and/or membership in a particular social group or political opinion.
