The system we had to deport people was good enough. The problem was not the deportation methods but whether people were willing to do it.
Adding to the system a third party country prison was not needed AT ALL.
The changes Trump made are making the process more prone to mistakes, not less.

Can’t help if it doesn’t register. It was late at night, I had my wallet in my pants as I do today when I walk. He grabbed my wallet, checked my identity on his radio, and gave me a brief lecture on the dangers of walking late at night.

But it’s not required that citizens carry their ID with them everywhere they go.

The only thing he told me was that someone had called in and reported a strange person walking through the neighborhood. As I was walking and it was dark, I don’t know how he could have determined strange. He patted me down and when he felt the wallet he grabbed it, no permission asked. I could have had a fit and started going on about my rights, but I wanted to go home instead of some station house.
By the way, we are talking twenty years or more ago.
