The Trump administration laid out a case for use of the AEA in detail. It’s been reviewed on multiple occasions here in this forum. I believe only the FBI found it to be credible, with the other intelligence agencies disagreeing. Thus far it hasn’t passed muster with the courts.

I don’t believe the administration is losing any sleep over the loss of that tool. There are many other ways to achieve the administration’s objectives.

They made a claim, backed up by the FBI. The courts ruled the administration’s use to be unlawful. The administration is no longer using it.

Cops do randomly stop people every single day for no legal reason. No probable cause, no reasonable articulable suspicion of a crime.

They also give out random orders and demands that are unlawful because there is no law substantiating them.
