No disagreement. They need probable cause.

But with probable cause, one can choose to cooperate or not. Those that politely cooperate will likely be on their way very quickly. Those that refuse to cooperate will likely end up in handcuffs and taken downtown.

Both probable cause and reasonable articulable suspicion require a crime. If a man is standing outside, walking, whatever; what’s the crime?

Invasion or incursion BY A FOREIGN GOVERNMEBNT/NATION.

Both invasion and incursion are tied to a foreign government action.
