There has been city blocks in the U,S, that have been burned down from protestors/rioters for over five years now because of a police shooting. What makes this one different and glossed over compared to the others.

No, not similar in many ways. One shot and killed while actively in the process of trying to break into an obviously highly protected place, and one killed while cuffed on the ground begging for his life with a knee on his neck.
