That’s the 64,000 dollar question. there is no standard rate for metabolizing THC, as a result there is no standardized test for detecting whether someone is impaired or not.

Vaping illness is due to black market products, and essentially any random person buying and filling cartridges (that are counterfeit) with synthetic weed and/or cutting it with weird additives. Vitamin E acetate is the current suspected compound that may have started this.
Legalization and regulation is the best solution.

Blood test for THC works just fine. Testing cannabinoids is the problem, and specifically in urine. The latter fuels a whole testing industry IMO.
I am not in favor of recreational use.
I am fine with medicinal use even if it is for a sore posterior.
Decriminalizing is also OK.
I just don’t find lending legal validation to a mind altering substance as seemingly mild as pot is good cultural stewardship.
