Trump Foundation was proven to have used donations from the member charities for political purposes. Leticia James scored big on that one forcing Trump to reimburse the $2 million to those charities.
“Trump University”, not a higher education institution but a series of real estate and property appraisal and valuation studies seminars was ordered to pay $25 million in Federal court after some students filed class action lawsuits.
The only taxpayer dollars expended in both cases was the costs associated with the court proceedings.
If anyone was “duped” it was the dumbasses that signed up and paid for a seminar believing it would open doors to being extravagantly rich like Donald Trump! Seminars are great places for maybe new ideas but you still have to go out, hustle and do the work!

But don’t forget the poor multinational Deutsche Bank that was so naive they didn’t realize all they had to do was look up the listed tax value of those properties. Not doing that cost them….well, nothing. But it could have, that’s the important thing. I bet New York has a long history of the state going after borrowers who overestimated asset values and then paid back the loan in full.
I wish someone would list those cases just to prove it.
