Biden allowed an exponential increase in asylum claims. But that doesn’t mean the border wasn’t secure. It’s possible the vetting was piss poor.. if it was… I’d say that isn’t secure.
What does encounters mean in the context of the border?
That means that the individuals were contacted by the border patrol after they crossed illegally into the country. And upwards of 80% of those encounters were voluntary.
If the border was secure, there would be no encounters.
There was little to no vetting of all the phony asylum seekers showing up at the border and consequently mass paroled into the country by the Harris/Biden Administration:

Now, President Trump and this administration here, it’s a success, it’s unprecedented. We’ve beat the Trump administration’s first-term border success. Border numbers are at a historic low. Today, we have the most secure border in the history of this nation, and the numbers prove it. President Trump’s policies are saving lives every day.
One of the things in this whole border question that cannot be settled is how many people still cross into the country over unsecured parts of the border.
And until we get a wall across it all, that will not change. But at least we don’t have a DHS that orders barriers removed, and cutting razor wire to help illegals cross (were those all counted as “encounters”, I wonder?), and giving fist bumps as people make it through. Maybe there’s more border patrols checking those open areas now. (Didn’t Trump start using the Army for some of that?)
Regarding the border if I recall correctly an “encounter” is someone who comes in physical or visual contact with CBP. These are not necessarily the people who are allowed into the country. Tom Homan I believe mentioned that last month there were somwhere around 300 encounters but only about ten were allowed in. For most of Biden’s Presidency there were 200,000-300,000 encounters per month and roughly 90% were capriciously paroled into the country.
