I’ve had Chinese and Indian coworkers who worked and paid taxes and eventually did get citizenship but were legal residents for year prior to that. There’s no reason why they should be barred from voting in local elections (not federal ones).

“Should” is an ambigous term. It changes the question from would “Should be?” from “What is?”.
One question is, does overriding law that requires that one be a US citizen to vote in local elections? The “What is” answer is no, those laws can be determined at the appropriate State and local levels.
The opinion based question is “Should” legal foreign nationals who are residents of a locality be able to vote on local elections to select candidates and vote on local issues. You know the whole pay taxes and representation thing.

Because US citizen isn’t a factor in local elections. As such there is no such thing as New York City Citizens, its New York City residents.
And yes, New York City as allowed all legal residents (US Citizen and Legal Foreign Nationals) to vote in local elections.

Foreigners are not entitled to the same privileges and immunities as are citizens of the United States.
