- increase security on the border to deal with illegal trafficking.
- allow the caravans into the country without resistance.
- house the caravans in tent cities and not allow them to be released into the general population
- process the caravans though the legal system
- deport 90% of the caravans back to their home countries.
- repeat step 1-6.
