Not the first time a Socialist leader took over in Mexico. Last time the socialist took land from the big, wealthy, land owners and gave it to poor people, who quickly sold it off to developers. The developers turned the land into retirement communities which attracted the attention of their northern neighbors, US and Canada, aging retirees. They bought homes there as fast as they were built. When the right took back over they restored the land back to the previous owners and the aging retirees were ordered off the land, no compensation given.
I know it takes about ten seconds at the airport to check someone’s citizenship at the customs desk.
I also know there are numerous ways to cut off the flow from other sources by putting strict requirements on electronic transfers.
They can also make it illegal to send prepaid/loaded cash cards to a non US citizen without paying the tax first.
It isn’t the least bit insurmountable, “Genius”.
Without he help of the US there wouldn’t be a free country left in Europe with the possible exception of the UK.

Oh, you know that ICE can access ICE databases literally when people enter the country internationally and have passports? Well, that’s exactly the same as using Western Union at a convenience store.

I actually love this. Present papers proving your citizenship and papers proving the citizenship of the person you’re mailing it to at CVS or a corner bodega. Or give them access to ICE databases.

With a simple act of congress.
Simply require that the person mailing it present the tax receipt along with it to the clerk at the counter.
It’s the information age and thanks to the internet there is no database that cannot be made accessible.

I used to send dollars to a friend in Turkey. Western Union needed to know everything about me… to the point where it was intrusive… for any transfer at all. Even when I sent a thousand dollars to my daughter in Buffalo for snow tires, I needed to talk to someone who interrogated me about why I was sending money. The same level of scrutiny can be applied to transfers to Mexico.

Um, a tax receipt for what? How do you confirm the citizenship of the person on the receiving end? Is the seventeen year old manning the counter now responsible for checking on your citizenship status? You don’t even need an ID to send money Western Union.
Your brilliant plan seems easily derailable by buying a debit card off the shelf and mailing it to Mexico and that’s just the first of a half dozen ways I can think of right now.
Okay, the receiver then. How do you check that exactly?

There is alot of checking when you use western union. I sent money to someone in Baltimore and they had problems because I did not include their middle initial on the transfer. The agent looked at their drivers license and said “nope”.
I had to resend.
A tax receipt showing the export tax has been paid.
The WU’s require detailed information about the receiver which can be checked against a database.
Again, I’ve already explained how to handle the debit card issue.

Had a similar problem with transfers to Turkey.
The United States has been doing “The Impossible” for more than a hundred years.
