The question that would remain in that issue is citizenship.

Every Puerto Rican alive today is a natural born citizen of the United States.

To do it “right” we would have to give the people a choice. Either renounce citizenship and remain on the island or keep US citizenship and relocation on the mainland.

That would be an incredibly difficult thing to manage since I suspect most would choose to come to the mainland.

Couldn’t they also have the option of keeping their US citizenship, but continue to live abroad in Puerto Rico? Plenty of US citizens live outside the United States.

There is a 3rd option. Keep their citizenship and remain on the island. There is no requirement to live within the bounds of the 50 states to retain your citizenship. There are many US Citizens that live abroad.

Samoa could easily be cut off, though. They have the capability to be mostly self sufficient and there is a good possibility that they would just join British Samoa.

True but this would be an unprecedented event. It would be a foreign country where 99% of the population would be US citizens.

If we enforce that much of CONUS would be cut off. Just about every state is violating the constitution in one way or another.

Yes it would. It hasn’t been a republic for a long time. Divorce. Grounds - irreconcilable differences.

Basically we could reform it into a Confederation of independent Republics.

Basically a federal military and guarantees of free trade between the Republics. But on all other matters they would be independent.
