Just to add a new factor to the discussion, would the parents’ culpability in this case parallel the mother’s culpability in the case of the 6-year-old who shot his teacher last year?

Parents are liable for 2 things, Most important is not securing them, also, just as important is failure to expose the kids to remove the "wow’ factor and teach basic safely, ie: do NOT touch
