With test kits in very limited supply they most certainly didn’t want to waste them on patients that didn’t show an elevated risk.

One would think having a scaled up testing capacity would have been advisable before we actually needed it… instead of scrambling after the fact.
Needing to ration a 100 kits like the CDC did is embarrassing.

They only had a month from identification to typing to the first tests being available in China.
They can’t make a test for a virus that has yet to be identified and typed.
As for ramping up production do you actually believe we have vaccine and test kit factories sitting idle just waiting for an outbreak so they can put all their idle workers to work?
The reason the flawed test kits went out was because of the rush to get them into production. When you rush such things bad things can and do happen.
