Also, how do you go about seeing if a bug can infect humans without some gain of function efforts? They cannot just try to infect some humans, or as is the case: human tissue, one and done and that’s that. No, they’re going to work with generations of bugs through multiple trials.
Douglas Adams (essentially) said that the problem with fool proof systems is the abundance of complete fools. The sort of research in question is predicated on the unsustainable belief that systems put in place do not break down and stuff subsequently get out.

I do put some cred to an individual, who has PHD level education, and has been in the field for decades. I also look to see if that individual, is in line with other experts in the field as well.
I understand that cons need to discredit elite experts in their field. It is the only way they can get people to buy into their BS.

I’ll use small words so you can understand.
Gain of function research is not just when the genes are directly manipulated but if a process of selective breeding is effectively used where viruses are propagated in a consistent type of tissue — say human tissue — to determine through a number of generations if it can reliably infect that tissue. This weeds out lineages of the virus that cannot easily infect the tissue type being tested for.
To do research to see if a virus can infect humans, without just trying to infect actual people, is going to result in gain of function efforts actually being performed.

In a world of hypersonic missiles it seems the aircraft carrier especially would be more than obsolete if the country possessed these weapons. From what I have read no country possesses a missile defense system to counter one of these weapons.

One possibility is that China has jumped well ahead of the US and poses major threat. Another possibility is that the military-surveillance complex is hyping the situation to get more funding.
Given the poor track record of information from the military and surveillance officials it is impossible to say which is true.
