Yes and those protocols were established in 2015 when Governor Cuomo decided on the protocols rather than buying ventilators.

Bayer and several other pharmaceutical companies have stepped up the insure that there’s no shortage of chloroquine & Hydrochloroquine.
No he didn’t. Governor Cuomo on the other hand isn’t even Distributing the ventilators that he’s received from the federal government

I have friends/relatives In South Carolina. About 500 cases. State officials project 2000+ cases in a week and 8000+ cases by early May. No stay at home order at state level. Large cities issuing their own orders. State says city and county lockdowns are illegal. Citizens may protest (not sure how) lack of shutdown. All surround states on shutdown. Hopefully projections are way overstated.
