No, the law doesn’t stop people from making that choice, it allows law enforcement to try to prevent people from jumping and potentially killing someone and/or damaging property. It’s not wasted ink.

It is wasted ink. The law means nothing. It doesn’t allow law enforcement to do anything. It’s a wasted law that is completely ignored. It has zero impact and effect, that’s wasted ink, time, and effort. If I want to jump off a tall building on to the street, I’ll do it. The law prohibiting that has no impact.
