For a real comparison from state to state, see the John’s Hopkins records of new cases per 100,000 population.
I don’t know your source, but John’s Hopkins shows something very different.
BTW, what happened to California?

If the US has 1/4 the population the expected cases would be 1/4th if the cases.

To compare different places (cities, states, countries) you would use a metric to account.

Are you claiming that if a state has 100,000 people and 10 cases they are doing better then the state with 500,000 people and 30 cases??
