It appears on this particular deal which stabs another ally France in the back since Biden & Australia reneged on the original deal made with France. Biden didn’t do the UK any favors in his disaster of the withdrawal from Afghanistan so maybe this was his way of making amends, who the hell knows what goes on in the mush between the ears of Biden! 
We can expect more whack a mole diplomacy among our allies with senility in the WH!
