Whitewater was part of an ON-GOING investigation into the Madison Guaranty Savings & Loan investigation. It wasn’t just drudged up one day to go after the Clintons.
To try to FIND something Trump did before he was president that has nothing to do with an on-going investigation is FISHING.
The McDougals were heavily involved with Madison and when it was discovered they were also involved with Whitewater that then was added to the investigations against them.
The Clintons were thus drawn in.

It was just his bad luck that the McDougals were dirty enought to have an investigation on them when he took the office. Otherwise, no one would have spotted the connection.
No one said, “Hey, let’s see if we can find some dirty things the Clintons did before he was sworn in!”
Now, if you can find an ON-GOING investigation that started before Donald Trump was sworn in, and he is involved, then it carries. That is the only way it would be analagous to Whitewater.

NO one said that if Trump is involved in an ON-GOING investigation that started BEFORE he was president he cannot be indicted.
If that were true then NONE of the Russia collusion thing would count, at all. It all started LONG before he was president.
The argument you made was that Whitewater was opened up just because Clinton was now president and THAT DID NOT HAPPEN.
They just got caught up in an on-going investigation WHEN he became president - JUST LIKE Russia collusion.
