Clearly, his signature was needed to release the aid, so he must have authority to sign, or not sign until later, thus delaying the release of the aid. I understand there are protocols in place for Trump not to release, i. e. to withhold the aid, but he did not resort to those and was therefore obliged to release the aid by a latest date, which he did.

Consider the about face that Senator Kennedy made yesterday. On the Sunday talk shows, he claimed that no one knew who was behind the hacking of the 2016 election and it certainly could have been the Ukraine. Yesterday, he reversed course and said that of course it was the Russians who interfered in the election and the Ukraine had nothing to do with it.
As more Republicans punch at the the obvious falsehoods at the core of the Trump defense, we will reach a non-partisan conclusion.

Kennedy’s position, supported by all of US intelligence is that Russia hacked the DNC servers.
The only source claiming the possibility of a hack from the Ukraine, is the Russians.
Since the digital signal analyses were able to trace the hacks back to specific servers, locations and even individuals – all in Russia, any claim that the Ukraine “may have hacked” is simply a repetition of Russian propaganda.
