Yep nothing weird about a President running a shadow foreign policy campaign using his personal lawyer and Ukrainian henchmen. A shadow campaign to uncover something so important, that he had to keep the Intel, DOJ and State department out of it.

The President decides who his representatives are. If career bureaucrats try to interfere with the representatives of the President, they become the shadow government.
We are a representative republic. We elect the people who decide our foreign policy. Unelected bureaucrats do not establish our foreign policy, as much as some may want to.
