So they shouldn’t prepare for hurricanes? Houston was warned time after time to do something about drainage and they never did. They paid dearly for that, much more than the upgrades would have cost.

well cities are quite commonly cut up, its hard to find a city that doesn’t have active construction going on be it road repair, drainage, etc.

They could be. A 500 year storm simply means that there is only one chance in 500 that a storm will be of that magnitude. However, if there were such storms five years n a row, they would certainly want to reassess the calculations.
