We really don’t know how it unfolded. We can only guess. But of one thing I’m certain. The ES government certainly knows Garcia is a citizen of their country and is not affiliated with Venezuelan gangs. I’m also certain that if the US were to choose not to extend the 1-year contract, it would have no impact on the fate of Garcia.
I don’t even know how the US would physically deport someone directly into a prison in a foreign country. But please feel free to show me how something like that might work.

Show me exactly how the US (or any other country), would deport an individual directly to a prison in another country. I’m dying to find out how something like that would work.
In the case of the Venezuelan gang members, they were sent to El Salvador with payment to incarcerate them in CECOT. I don’t believe anyone is disputing that.
Garcia is a citizen of El Salvador. We can deport him there, but we can’t tell ES what to do with one of their citizens. Given the information we had on Garcia, it was probably assumed the ES government would incarcerate him.
You have yet to present evidence that he was deported into the country and not prison. Saying the prison is part of the country is evidence of the fact that the prison is part of the country
