The thief got away with Noem’s driver’s license, medication, apartment keys, passport, DHS access badge, makeup bag, blank checks, and about $3,000 in cash.
While she was eating at DC restaurant.
I wonder if thief knew who she was?

It’s certain possible if they were a professional. Professional thieves do a lot of research. A gangbanger wouldn’t have known.
Who the hell carries 3K in cash ? Is she slinging on the side ? 
Specially if thief was aware of her security detail.

I’m sure her security detail was obvious, it’s not hard to spot em actually. So thief must have known that there might be something interesting in her purse.

Just a suggestion. She came from a simpler place. South Dakota. Maybe she’s still a bit naive about the realities of the big city. It’s certainly a wake-up call.
I suspect Noem was a little careless with the placement of her purse.
