Sure it does. It says “the worst media in the world” with no further qualifiers… you created a new goal post when you excluded NK on the grounds of “different standards”. The goal post is no longer, who has the worst media in the world, but who has the worst media with x standards in the world.
Perhaps the best is not known, but surely there are supposedly better medias out there to which one could compare ours to to determine that it is, in fact, the worst. You can’t accurately declare ours the worst without another country’s media to compare it to.
