Interestingly, pulling out of the treaty might actually be of benefit to Putin. He would be able to declare the treaty null and void, and bring back an entire class of nuclear weapons. The flip side, of course, is that the US could do the same thing - but, that would further increase spending in an age where we already have deficits through the roof.
The other thing to consider is that Trump would need cooperation from the legislative branch to pull out of the treaty if he were to do it constitutionally.
President’s may unilaterally denounce or terminate Treaties. President Carter terminated our Mutual Defense Treaty with Taiwan. The President cannot unilaterally modify a Treaty, but he can unilaterally denounce a Treaty without the advice and consent of the Senate.
The Supreme Court, in Goldwater v Carter, ruled that Treaty denunciation was a non-justifiable “political question”, thus essentially recognizing the President’s absolute power to denounce Treaties unilaterally.
It is not inconsistent to attack Trump for being too hostile to Russia and at the same time attack Trump for being controlled by Russia.
