Yes the founders definitely intended for the vice president to be able to just ignore elections if they felt like it. It’s not like the system was originally set up so the loser of the last election became VP and would have every reason to just do it if his side didn’t win and the people that wrote the constitution were extremely concerned about abuses of power to overthrow the democracy they were creating.

That question is at the very heart of Jan 6. Its at the very heart of the indictment and the very very core of Trump post election legal strategy.
