I think you may be misunderstanding the ruling in Dobbs. They merely said that Roe was in error by asserting that there is a Constitutional Right to abortion. They did not say that States or even Congress could not enact laws guaranteeing access to abortion. Congress has passed scores of laws that require certain services be accommodated (such as minimum wages, working conditions, social security, etc.) that are not enumerated as rights in the Constitution.
what would be the basis of their constitutional authority to do so? every law they write sites the specific authority in the constitution allowing them to legislate on the matter. Its not always right… but it is there.

Laws should not be confused with something being good or bad. Currently the abortion controversy fundamentally centers around the legal definition of personhood. Currently, the law says the fetus becomes a person at birth (defined as the moment a live fetus leaves the womb) and therefore, has the protection of the law and the rights enumerated in the Constitution. The law could (theoretically) be changed to designate a fetus at some point in gestation (24 weeks (viability)? 13 weeks (1st trimester)? 7 weeks (detectable heart beat)? or even at conception.

Congress has the power to enact laws. There is the general welfare provision that was used to enact such legislation as Social Security, the ADA and Obamacare There is no provision in the Constitution that would prohibit them from requiring access to abortion,

Rep. Matt Gaetz (R-FL) said during an appearance on Breitbart News Daily that there are currently five known assassination teams in the United States, three of which are foreign and out to kill former President Donald Trump.
Routh was apparently allowed to travel freely in and out of the US without any investigations in spite of activities that apparently included recruiting fighters from the Middle East for Ukraine. Did he have a magic passport in addition to his apparent get-out-of-jail-free card discussed earlier?
And the Customs and Border Patrol [CBP] thought his story was so suspicious that he was recruiting freedom fighters all over the world to go fight in Ukraine, and when they asked him how he was financing this, he said, ‘Oh, well, my wife is paying for it.’ And that seemed odd, and, so, the CBP officials referred Ryan Routh to the Department of Homeland Security’s investigations unit to determine what was going on, and they declined to even proceed with an investigation,” Gaetz said. “They just stopped and let the guy in the country. And we’ve got a lot of questions about that.”

No. The 10th Amendment does not prevent Congress from enacting an abortion guaranteed access law. States could still put tighter restrictions on abortion, but the
Feds could “punish” them by withholding Federal funds … exactly how they did with national speed limits, seat belt and motorcycle helmet laws and numerous other Federal programs.
In much the same way that Trump will never have an abortion ban come to his desk.

Actually, they do. They also hold the power of the purse.
No delegated power means just that. No power. They are unable to use lawful funds (which are not necessarily lawful, but that’s another story) to threaten with consequences they have no power in the first place.
