Yes, but my point is that unlike with the 1st Amendment, they do not have to enact a law to infringe upon the rights protected by the 2nd Amendment. The 2nd has the greatest degree of limitation on the Government of any provision in the Constitution.
pretty sure “no law” is a huge impediment to making something illegal
