They don’t have to believe one way or the other. I am just going by what was explicitly stated. Those who wish to interpret more into what was said than was said, will certainly do so. However, there will be no arresting of anybody as soon as they get off the plane based on that.

The law doesn’t require explicit statements - what matters is the implication of the statements made.
In the same way that it’s a crime if a Mafia enforcer comes into your store, asks for protection money and comments innocently on how flammable everything is.
