No it’s not. It is strict overzealous (read: dominate and intimidate the populous) enforcement of laws by the police that makes a police state, not the sheer number of laws that for the most part, the police don’t know any better than we do.
They often enforce what they either believe is the law or what they think the law should be to get the outcome they want.
