How about every male gets a vasectomy at 16, which is reversible. When one is ready to have kids. reverse the procedure and start a family.
Why not a sexually active female, that doesn’t want children at this time, use contraception?

“Reversible” is not a guarantee. Success rates run from 70-95%, but elapsed time since the vasectomy was performed is a major factor. If the man is not “ready to have kids” until he is thirty or so, his chances would be greatly reduced.
