Knowing how something might turn out doesn’t necessarily mean they have any control over it.

None of those on the plane were sent to CECOT. They were sent to El Salvador. We paid for the government of El Salvador to put Venezuelan gang members in CECOT. In the case of Garcia, he was a citizen of El Salvador. There was no need for the US to pay for ES to accept him or to put him in CECOT.
