I’m trying to build a profile for observation. Their behaviors are often similar. It’s silly to ignore the known patterns now that it’s possible to keep track of those patterns with technology.

Behaviors don’t have to be illegal to be noted. It’s still useful information for building profiles based on known patterns.

Raising the age is fine, as long as you raise it for everything else. Voting, sexual consent, military service, driver’s license.

There are already legal bulwarks against profiling in that manner. If more are needed before exploring the idea of a database, that’s fine too.
It’s going to get harder to convince the electorate to ignore repeating patterns before mass-murder, no matter what kind of pretzel logic is required.
