By that logic the Union Army should have executed without trial anyone who had supported for the South during the Civil War.
Tyrants regularly claim that any political opposition is treason and use execution as the punishment. That is why the US constitution include specific requirements for charges of treason.
Treason against the United States, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court.

As ex-Navy in real life and as Commander in XCOM that has held off two, count them TWO alien invasions with just a small team of highly dedicated soldiers.
I would like to propose a Council of Nations be established as a funding source with a supply of scientists and engineers for support and my field team be given carte blanche to reduce the current panic and address the situation.

i am now, always have been, and forever will be a proponent of total war doctrine. if you find an enemy kill him unless he surrenders first. do not ask, do not try to get him to surrender, just kill them until they decide to of their own volition to surrender. do not ever give them a chance to do any damage because you failed to act. do not ever let them escape because you failed to act. do not allow them to live so long as they have not surrendered.
targetted enemies include:
soldiers
spies
sabetuers
traitors
paramilitary fighters
militias
enemies who should not be targeted, but for whom no consideration should be given to avoid their death when going after targeted enemies.
supporters who supply, aid, harbor, hide and feed them
sympathizers who give them moral support and speak out in favor of their cause
when two countries are at war, every single person in each country is an enemy to the other. there are no innocents, there are no guilty. there is only enemy. anyone in the other country who is not your enemy is a traitor to their own.
