Depends on your definition, can they comprehend what they are reading or are they proficient in what they read, write and express? Literacy is different from proficiency, most kids can read but far less are proficient to the point that it adds lifelong advantages to themselves and society.
California has about 300,000 teachers. If 5 percent aren’t fit to teach, that translates to 15,000 educators who should be let go. And if each of these teachers has 20 students in a class, that translates to 300,000 children a year subjected to poor quality or incompetent instruction. A middle school or high school teacher in the bottom 5 percent can do even more harm, as he or she may have 150 students per year.
The main problem I see with your view is the vast majority of people that live in the hood or poor performing districts dont pay property taxes because they dont own their home. Competition makes everything better. If the city pays 800 a month to educate one child, the family should be able to use that 800 towards better educating their child. I could see having standard exams that a child would need to take periodically to ensure the child is actually performing better than the public school.
Sorry, I don’t see it that way. A parent should absolutely be entitled to getting their money back to spend on education if they don’t approve of the school system that they reside in. But they aren’t entitled to other people’s tax money. Put it this way, if they reside in an apartment building the landlord pays property taxes and they supplement their rent to cover it. They are entitled to that if they wish. But if you put 1k in, you get 1k out, not 30k.

The setting these children up for failure. Creating entire generations of people just capable of applying for “assistance” when they’re not working the fry basket.
They aren’t illiterate, that is what “can’t read” means. They are not proficient readers, which is different. If they are staring at the phone, they are probably reading. Illiteracy, not being able to read or write at all, is fairly rare in this country.
In my state it’s 2.70 per thousand that goes to funding schools. So if you have 750.000 Tax assessment…that comes to 2000 grand a year. 71 percent of households have no children. That’s almost 8 grand a year per child that comes from property taxes. Than you have sales taxes and federal government. Washington state spends little over 18 grand per year per child. other 10 grand comes from state sells taxes and little from federal government.
