Yes…such an easy mistake for “plain text Constitutionalists” to make…to be mistaken that the plain words “Vice-President opens the envelopes” means “Vice President can pick and choose which certified electoral votes to accept”.
I mean…those phrases are so close in meaning I can see how such a mistake was made.
