Being armed in this country is not a crime. What justifies murdering a man because he is armed?

I’m sure it makes some kind of sense to the NKVD. Which these guys clearly were emulating.

The police have been taught that they have the “right” to murder anyone who is armed in their presence. The right to keep and bear arms does not apply in the presence of agents of the state? They can murder with impunity for “officer safety”?
