along the lines of jim crow and other democrat policies, it is a shame how democrats have exploited and continue to exploit racial differences for political purposes.

You have actually suggested the solution in defining the problem.

The problem is “white flight.”

The solution is “recapture.”

Lets use Baltimore as an example.

The Baltimore Metropolitan Area includes Baltimore City (an independent city not included in any county), Baltimore County, Anne Arundel County, Carroll County, Harford County, Howard County and Queen Anne’s County. All these are places the white population has fled to, originally from the inner city of Baltimore, than to the inner suburbs, than to the ever expanding outer suburbs. Combine these counties into a single municipal unit. Abolish all individual municipalities and create a consolidated city/county of Baltimore.

That would open up the tax base of the entire metropolitan area to be used for the inner city. The whites who fled would now be “recaptured” and would be responsible for the plight of the whole area, including the inner city.

Will this happen.

No suburban or rural State Legislator would dare even suggest such a thing, he would be punted out of office on his ass.

Metropolitan Area consolidation would be a step forward, but is politically impossible.

Democrats are not responsible for the core problem of white flight. Yes, they have poorly run several large cities, but the core problem of white flight is not a political issue, but a sociological one.

Nor should it.

Their policies are responsible in part for the sociological environment.

White flight was heavily racial in nature, not exclusively, but heavily. In many rust belt cities, it as a response to the Great Migration of blacks from the south. As the black arrived in the inner cities from the south to look for work, whites began fleeing out of the inner cities.

Government policies in the inner city might have played a minor role, but racial animus was the prime factor. The inner cities were diversifying and whites moved to racially homogeneous suburbs.

It may be an uncomfortable fact for some to deal with, but it is a fact all the same.

How do you explain it in the south?

The inner city problem is the “inner” part of a family that is not intact. You show me a violent youth and I’ll show you a broken relationship between a child and two loving parents. When the unit of the man and woman who brought this child into the world breaks down, this problem has a ripple effect that travels for decades, often exacerbating in severity along the way.

My dude, people have been moving back to the urban cores for ten years now. The biggest problem in most cities is gentrification now.

That’s such a polite way to describe overt racism, blockbusting and redlining.
