Umm, because, A) his role is not as an investigator and B) He has recused himself due to his involvement in the campaign. He has not ruled out an investigation, either being currently under way or in the future, only that he wouldn’t be part of it.
If Meuller were to go down this path, Putin would be a target of the investigation. I wonder if he would agree to be interviewed.
