“Or” is not an inclusive/cumulative conjunction
Or is a conjunction that connects two or more possibilities or alternatives.
The use of “whether” as a double conjunction with “or” furthers the use of both as listing possibilities.
We use whether … or to introduce a clause giving two options or alternatives
