Yes, house rules allow for closed door impeachment inquiry without a floor vote. Absolutely. Otherwise, it wouldn’t be happening.
There is nothing un-American or unconstitutional about a non-binding inquiry happening behind closed doors. All this inquiry does is set up a formal impeachment vote, which, if passed, then leads to a trial in teh senate, which will more resemble a traditional trial.
This is simply the house investigating something. It is nothing at all like a trial.
If it comes to it, the president will have the opportunity to mount a defense in the Senate.
I do not see the White House conducting a notoriously evil inquisition in which the accused is denied the most basic types of procedures and rights available in a freedom loving nation.

Trump will have is day of public defense. The investigation is being conducted by the Intelligence Committee, their findings will be forwarded to the Judiciary Committee where public hearings will be held and if warranted Articles of Impeachment drafted and forwarded the House who will have a public debate.
If passed by the House then it will go to the Senate for trial where - again - where public testimony will take place both in support and opposition of the articles.

There is nothing requiring a formal complaint of an alleged impeachable offense for a House committee to begin an inquiry into whether further impeachment action is warranted. If the Intelligence Committee develops such information it will be forwarded to the Judiciary Committee who will hold public hearings and - again if warranted - draft article of impeachment for the House at large.
