They ruled the governor has no power outside of the legislature as they found the 1945 law unconstitutional. I, personally, agree with logic of the ruling, but they and the GOP legislature are now responsible for the governing during this pandemic. The governor is trying other means, but they are not as effective.
You can rationalize it anyway you want to, just like I can.
The important thing is you don’t go through the rest of the day feeling you have COVID “under control”.
