The congressional research service wrote an extensive report that showed that the Sandy Relief bill was virtually all going toward Sandy related expenses.
The Republicans who voted against it did so to raise their own stature among their constituents and in the fever swamp of the right wing media.
Florida will get the finding that it needs without any grandstanding. A Florida relief bill can be filled to the brim with pork and the GOP will vote for it.
It isn’t about funding… it is about punishment and grievance.

The Sandy Bill that Cruz objected to was $30 billion less than what he signed off on for Harvey relief.

Actually it’s how Congress roles. Both sides attach things they otherwise couldn’t get passed onto must pass bills, like appropriations and relief bills.
