There’s no plan for this, its only been mentioned and is probably not likely. And even if it does happen the right, assuming they win again, can always fill future vacancies with conservatives.

Republicans could always try to get people in PR and DC to want to vote them.

Illegal immigrants aren’t getting the vote beyond maybe some local school boards.
There are no plans for that.
Stopping the spread of highly infectious diseases is a good thing. It has not led to anyone’s speech being restricted.
Not being able to buy certain types of guns isn’t going to help them consolidate power.
In summary, there’s no plan to consolidate power into the hands of the Biden/Harris administration.
