I have never produced an ID to take money out of the ATM machine or buy groceries. Trump said this which shows how completely disconnected he is from reality.
When you say “government” are you referring to federal or state government? The constitution says there is a difference. I refer to the constitution of the United States… in case your nationality is different than my own.

If they were, ATM machines would have been abandoned as a banking method long ago and thugs would not have to tie chains around them and rip them from their installations to get to the money inside.
ATM cards are not ID cards. Fake ID are extremely easy to come if one looks.
