The skill sets present in that portion of the country are interesting. And skill sets are learnable, regardless of the motivations of the one learning them.

What is the political make up of the regions where the power outages occurred? What I mean is that of the areas where the outages occurred, not of the whole state. Politically motivated events tend to target the other side of the coin.
