No, Cons do not say that. Cons say that the opportunities are there if the individual choses to avail themselves of them, and does what is necessary and puts in the effort to make it happen. Ironically, that’s also one reason some people turn to crime.
I would add to that lack of opportunities.
That’s an equal opportunity, rich or poor. All humans live in a society. All humans have frailties. And all humans have choices … at least humans in the US do.

Aside: if we used our tax code we could employ “throwing the book at them” as a form of execution, a new take on stoning.
